Russia has officially banned transgender individuals from adopting children under a new policy signed by President Vladimir Putin. The law is part of a broader series of legislative measures aimed at enforcing what the Kremlin describes as traditional family values. It follows a 2023 law that banned gender transition procedures in Russia and a separate ruling that classified what officials called the “international LGBT movement” as an extremist organization. Supporters of the policy say it aligns with Russian cultural norms while critics argue it excludes capable individuals from parenthood based solely on identity.
Russia currently houses tens of thousands of children in orphanages and institutional care, one of the highest numbers in Europe. Adoption advocates say the new restriction further shrinks an already limited pool of eligible parents and works against the interests of children in need of stable homes. International human rights organizations have condemned the decision as part of an escalating pattern of state discrimination.
Officials in Moscow have defended the measure by arguing that adoption policies should reflect the country’s demographic priorities and moral framework. Government representatives say the goal is to strengthen what they call the “traditional family structure,” which they view as essential to Russia’s social stability and population growth. In public statements, lawmakers have insisted that children should be raised in environments they believe best reflect Russian cultural expectations.
At the same time, critics outside Russia say the policy reflects a widening divide between Moscow and many Western governments on issues of identity, rights, and family law. Analysts note that the decision comes amid broader political tensions and an increasingly assertive push by Russian leadership to define national values in opposition to what it portrays as Western social policies.
